Taking stock: Evaluating BMP effectiveness

In November 1990, the US EPA published its final rule on industrial storm water NPDES permitting. These permits are required of most manufacturing facilities, oil and gas operations, mines, landfills, construction activities that disturb five acres or more, and other sites that discharge storm water associated with industrial activity. Compliance with these permits requires preparation of a Storm Water Pollution Prevention Plan (SWPPP), which includes site-specific best management practices (BMPs) designed to control storm water pollution. In many states, facilities must collect and analyze storm water samples for the presence of certain pollutants and/or conduct visual monitoring to look for evidence of pollution. The permit also requires facilities to perform an annual review of their SWPPP to evaluate the effectiveness and adequacy of the BMPs proposed to be implemented to control storm water pollution at the facility; however, there is little published guidance available to industry to assist them in this task. The following paper outlines some approaches to documenting and evaluating effectiveness of storm water BMPs.
