Transferring DOE environmental technology to small business

Key to accessing technology at the National Laboratories is the development and maintenance of relationships with decision makers at DOE and within the labs, notably the technical staff and purchasing organizations. For small business intent on becoming big business, some leverage or advantage must be obtained to overmatch competitors. Technologies obtained from national laboratories may provide that competitive advantage. Small businesses have clear advantages in obtaining access to national laboratory skills and technologies. This is due in no small part to programs established by Congress and implemented through various agencies encouraging small business to participate in the commercialization of technologies developed by public funding. Unfortunately, cash flow dominates the small business world. As a further difficulty, funding for technology transfer from a large government institution on an in-kind basis nearly precludes participation from small business at a significant level. This is due in part to the expense of a large institution compared to a small business and part because the cash flow is the wrong direction for imminent survival. However, some activities leading to technology transfer and improved cash flow can be completed for low cost and small effort. The solution to obtaining transfer of salient technology as well as cash flow lies in knowledge of supporting programs. Cooperative submittals for research dollars in areas of national interest are one method. The one item of crucial interest to small business is cash flow. It can`t cost much and it must happen now. Discussion is presented in view of DOE programs designed to encourage small business to take advantage of public owned technology.
