NGLW RCRA Storage Study

The Idaho Nuclear Technology and Engineering Center (INTEC) at the Idaho National Engineering and Environmental Laboratory contains radioactive liquid waste in underground storage tanks at the INTEC Tank Farm Facility (TFF). INTEC is currently treating the waste by evaporation to reduce the liquid volume for continued storage, and by calcination to reduce and convert the liquid to a dry waste form for long-term storage in calcine bins. Both treatment methods and activities in support of those treatment operations result in Newly Generated Liquid Waste (NGLW) being sent to TFF. The storage tanks in the TFF are underground, contained in concrete vaults with instrumentation, piping, transfer jets, and managed sumps in case of any liquid accumulation in the vault. The configuration of these tanks is such that Resource Conservation and Recovery Act (RCRA) regulations apply. The TFF tanks were assessed several years ago with respect to the RCRA regulations and they were found to be deficient. This study considers the configuration of the current tanks and the RCRA deficiencies identified for each. The study identifies four potential methods and proposes a means of correcting the deficiencies. The cost estimates included in the study account for construction cost; construction methods to minimize work exposure to chemical hazards, radioactive contamination, and ionizing radiation hazards; project logistics; and project schedule. The study also estimates the tank volumes benefit associated with each corrective action to support TFF liquid waste management planning.
