THE BIOTERRORISM THREAT: TECHNOLOGICAL AND POLITICAL CONSIDERATIONS

Bioterrorism--along with biowarfare, from which it may not always be distinguishable in practice--will be a feature of the strategic landscape in the 21st century and is high on the US national security agenda. Bioterrorism poses a potential threat to the US population, agriculture, interests, friends and allies, and military forces (asymmetric threats). Yet these possibilities have not been widely pursued or realized by terrorists. The perceived threat is far worse than anything experienced to date, and is largely technologically driven.
