The purpose of this paper is to present an overview of the recently completed U.S. Nuclear Regulatory Commission (NRC) inspection procedure 38703, {open_quotes}Commercial Grade Dedication,{close_quotes} which was issued on November 8, 1993. This procedure embodies the information gained from the NRC`s inspections and assessments of licensee procurement practices, a public workshop, industry feedback and public comments, and the NRC`s perspective of the industry`s response to the Nuclear Management and Resource Council (NUMARC) procurement initiatives.
