Risk-based response to generic letter 89-10

Generic Letter 89-10 extended the scope of IE Bulletin 85-03 to encompass all motor-operated valves (MOVs) in safety-related piping systems. The generic letter addressed US Nuclear Regulatory Commission (NRC) concerns regarding whether MOVs would perform under actual demand conditions, based on several industry events. The generic letter requested a program of analysis, diagnostic testing, and, as practical, {Delta}P testing. The purpose of the work presented in this paper was threefold: (1) to review the Seabrook Station plant programs with regard to MOVs, particularly in light of Generic Letter 89-10 concerns; (2) to develop a risk-based ranking of MOVs independent of Generic Letter 89-10 issues; and (3) to develop a risk-based ranking specifically addressing generic issues (i.e., Generic Letter 89-10) and accounting for plant-specific attributes that address MOV reliability such as in-service inspection and testing, technical specification, and Generic Letter 89-10.
