Assistance to the Kazakhstan Atomic Energy Agency in nuclear MC & A and physical protection

Since the breakup of the former Soviet Union (FSU), many of the newly independent states of the FSU have found themselves in possession of large quantities of special nuclear material (SNM) with no strong national system to prevent the proliferation of nuclear materials. These materials are in the form of plutonium in nuclear warheads and highly enriched uranium at fuel cycle facilities. Upon visiting many of the nuclear facilities in the FSU, US officials found that there were virtually no safeguards systems for protecting nuclear material. In late 1993, the United States signed agreements with several FSU states to provide support in preventing proliferation, stating that it would assist in establishing a national system for control, accounting, and physical protection of SNM. Nuclear material control and accountability (MC & A) and physical protection (PP) systems need to be developed to deter thefts and diversion of SNM. This paper describes a model program plan for developing and implementing the national MC & A and PP in the FSU states. this program plan will be applied to the Ulbinsky Metallurgy Plant in Kamenogorsk, Kazakhstan, which produces fuel pellets for VVER-1000 reactors throughout the FSU. It draws on information derived from studies on safeguards implementations from national laboratories such as Argonne National Laboratory, Sandia National Laboratories, and Los Alamos National Laboratory.
