Included in this publication are: the President's proposed energy legislation, with analyses of the economic impact of these energy proposals; four briefs on specific energy issues; an address by Secretary of State Henry A. Kissinger on an international energy program; and approximately 20 statistical tables describing the energy situation. The President's energy program is designed to encourage development of fossil fuel resources; stimulate investments in development of new domestic energy resources; reduce energy consumption in buildings; accelerate siting and construction of nuclear and other energy facilities; establish a strategic petroleum reserve; and authorize various standby authorities to deal with possible energy emergencies. Differing opinions on the economic effects of the President's energy proposals are presented by the Administration, the Senate Committee on Internal and Insular Affairs, the Congressional Research Service, and the Federal Energy Administration. Energy issues are covered in the following briefs: ''Regulation of Natural Gas Producers''; ''Energy Conservation: Gasoline Tax Proposals''; ''Auto Fuel Economy Incentives''; and ''Legislation Options for Promoting Energy Conservation in Residential Buildings.''
