Marketing recovered materials: a guide for planners

Resource recovery technology is advancing the ease and efficiency with which materials may be reclaimed from municipal solid waste for sale and reuse. However, there is little to be gained from building a resource recovery facility if the recovered materials cannot be sold. A municipality must have reasonable assurance that markets for the materials exist before investing large amounts of capital in the building and/or operation of a recovery facility. This article considers the marketing of several materials recoverable from municipal solid waste: steel, paper, glass, aluminum, and other non-ferrous metals. The marketing approach is developed here for concluding sale of products recovered from solid waste and is directed at obtaining a binding letter of intent written with the objectives of eliminating the risk of not selling the plant output, and of establishing a realistic forecast of sales income prior to budget authorization or prior to plant construction.
