Prepared in response to the President's request to ''study the environmental impact of oil and gas production on the Atlantic Outer Continental Shelf (OCS) and in the Gulf of Alaska,'' the report assesses the relative environmental vulnerabilities of the areas studied and recommends procedures, requirements, and stipulations for protection and for development. It provides information and methods of analysis that should be useful at both federal and state levels in determining the sites to hold back from lease and those to offer for lease and in planning for the onshore impacts of OCS development.
