This report on testimony before the Committee on Interior and Insular Affairs on S. 2652, which provides a basis for encouraging the maximum use of coal resources to meet energy needs of industrial users in a manner as consistent as possible with the committment to environmental protection, and on S. 2743, which establishes a program of loan guarantees increasing domestic petroleum refining capacity, includes testimony from five witnesses.
