Residential electricity sales: the economics of forecasting

The procedures used by the Energy Economics Division of the Chase Manhattan Bank to project growth in residential electric consumption, nationally and regionally, are described. Prudent economic judgment must be used to gauge the effects of future developments on the consumption of electricity. The developments include: the effect of rising average electric rates, the economic channel through which rising electric rates will operate, how the structure of households and their regional concentration may alter kWh use patterns, how appliances and dwelling unit types will impact, and the role of both electricity rate structures and emerging technologies on use. These impacts have been quantified and what they are likely to mean for future electric consumption is investigated. It is found that price increases and changing rate structures have small, but significant, effects, and these effects assume increasing importance over time. This will be partly offset by demographic effects consumption patterns that will tend to make electric demand more weather-sensitive. (MCW)
