Two major issues: (1) state or Federal rights of preemption and (2) single or multi-purpose planning were the subject of four days of hearings on the Land Resource Planning Assistance Act (S. 984) and the Energy Facilities Planning and Development Act (S. 619). S. 984 encourages better land resource planning and management by allowing state and local governments to develop their own land policies and procedures with Federal financial and technical assistance. The Bill would provide assistance for multi-purpose planning, which would include the siting of energy facilities and prohibit Federal intervention or preemption. The intent is to counteract local no-growth and Federal pro-growth conflicts. S. 610, proposed by the Administration, would encourage single-purpose planning for the siting of energy facilities and would mandate Federal preemption if the states fail to site energy facilities according to requirements. Fifty-nine witnesses represented all sectors. (DCK)
