Energy: the power of the states

Energy problems are raised in issues as varying as international trade agreements and local building codes. Such a multi-faceted problem requires a multi-faceted solution. The perspectives of State governments and the Federal government on energy policy vary. The purpose of this report is to describe the legal and constitutional boundaries to state and Federal authority in energy policy making. The introductory chapter, The Energy Conundrum, is followed by eleven chapters to discuss this purpose: The Federal Government as Decision Maker; State and Local Government as Decision Makers; Phases of Energy Control; Government Control over Petroleum Allocation; Energy Emergency Powers; Land Use; Development of Alternative Energy Sources; Utilities; Building Construction and Energy Strategies; Transportation; and Energy and Consumers. Two appendixes, (a) Lifestyles and Energy Household Survey and (b) Energy Policy and Conservation Act complete the publication. (MCW)
