This proceeding involves the application of Virginia Electric and Power Company for a license to construct and operate a hydroelectric pumped storage generation plant in Bath County, Virginia. ... Highland County does not oppose the construction or operation of the project, but urges that the project license be conditioned so as to protect the County from adverse socio-economic and human-resource environmental impacts which result from the project. Through this submission Highland County: (1) sets forth its legal position concerning the Commission's license conditioning authority and its position as to the adequacy of the Final Environmental Impact Statement; (2) proposes findings of fact concerning the adverse socio-economic and human-resource environmental impacts of the project on Highland County and its residents; and (3) describes license conditions which Highland County deems essential to mitigate such socio-economic and human-resource impacts.
