Consultant's role is important to new mining development

Since the problems of evaluating, acquiring, exploring, financing, developing and planning a new coal mine are appreciably different from those encountered in operating a mine, a number of factors may make it desirable to hire a specialized, or perhaps multi-disciplinary, engineering consulting firm for some or all of these phases of a project: it may be desired to protect the identity of the company involved; an independent evaluation may be valuable, or even necessary, for the board of directors or for financial institutions from whom loans may be required; the engineering required may exceed in-house capability or require different expertise or knowledge not normally on the staff of an operating company (and probably such expertise is needed only temporarily); in particular the planning phase of a modern, efficient coal mine requires complex evaluations in a number of overlapping areas (mine design, mining method, mining equipment, materials handling, refuse and waste disposal, environmental effects, infrastructure required). And all of these plans have to be based on an economic viability which is ensured by the feasibility studies and the efficiency of the plans themselves. (LTN)
