Lead stepdown threatens '77 U. S. gasoline crunch

The impact on U.S. gasoline production caused by the enforcement of the lead-phasedown by the Environmental Protection Agency was considered. The present schedule would restrict the amount of lead used by a refiner in its total gasoline pool to 1.4 g/gal during the last quarter of 1976, to 1 g/gal on Jan. 1, 1977, to 0.8 g/gal on Jan. 1, 1978, and to 0.5 g/gal in 1979. The refiners were asked by the EPA to supply information about the history of lead levels, sales, exchanges, details on reformer operations, octanes, and octane-improving facilities. All information indicates that the phasedown enforcement would cut deeply into U.S. gasoline production, would drive numerous small refiners out of business, and would force diversion into gasoline production much of the high-octane aromatics now going into petrochemical production. A U.S. gasoline shortage by summer of 1977 was predicted. (DDA)
