The book was written to clarify the threat of nuclear proliferation. The author, who is well qualified to speak on arms control, examines the failure of the treaties and agreements that comprise the ''non-proliferation regime,'' particularly the Non-Proliferation Treaty of 1972. The three central dangers to world peace are considered: the increase in sophistication and numbers of nuclear weaponry by the nuclear powers (vertical proliferation); the likely spread of nuclear weapons to the nonnuclear countries (horizontal proliferation); and the possible acquisition of nuclear weapons by criminals, terrorists, or other politically disaffected groups (non-government proliferation). The book provides a basic, comprehensive history of the proliferation of nuclear arms--and attempts at its control--since World War II; an insightful analysis of the dilemma the arms race poses to world security; a grim forecast for the future; and some expert recommendations for strengthening the forces of non-proliferation and making use of what may be the last chance for survival of the human race.
