San Francisco Bay area parking management plan
Transportation planning is necessary for alleviating the air quality problems in urban areas. Under the mandate of the 1970 Federal Clean Air Act, the Environmental Protection Agency (EPA) promulgated regulations to improve and maintain the air quality in those Air Quality Control Regions (AQCR) where the primary national ambient air quality standards were exceeded. The regulations required the development of land-use and transportation controls to supplement direct emission controls on the mobile and stationary sources. In doing so, the EPA became enmeshed in the process of land-use and transportation planning at the local and regional level. More significantly, the EPA has suggested that air quality impacts should be regarded as the primary consideration in making these decisions. This paper examines and comments on the procedure, response, and effectiveness of this particular Federal mandate as it relates to the development of Parking Management regulations in the San Francisco Bay Area.
