The report includes both publicly and privately owned systems in Arizona, Ohio, New York, New Jersey, Pennsylvania, Massachusetts, Rhode Island, Delaware, Florida, Georgia, California, New Hampshire, Michigan, Connecticut, Texas, Maryland, Missouri, West Virginia, North Carolina, Mississippi, Maine, Alabama, Virginia, and Tennessee. The Jacksonville Electric Authority is a municipally-owned electric utility that generates and delivers electricity directly to its own customers. It is noted that the Alabama Power Company's standing is unchanged, with only four cities having cheaper rates per 1,000 kWh in July.
