Energy R and D: an international joint effort

The U.S. currently is involved in three primary multilateral energy R and D efforts. These include participation in the International Energy Agency (IEA), the NATO Commission on the Challenges of the Modern Society (CCMS), and the International Atomic Energy Agency (IAEA). At present, there are 14 IEA ''working parties'' made up of representatives of member nations interested in participating in specific projects in practically all phases of energy. The CCMS is a working committee of the North Atlantic Treaty Organization and has focused its efforts on the solutions to short-range problems, CCMS is working in 10 areas; air pollution assessment, automotive propulsion/low pollution systems, advanced health care, advanced waste water treatment, geothermal energy, solar heating and cooling, rational use of energy, urban transportation, hazardous waste disposal, and food and health. The U.S. is the lead nation in four areas and a co-leader in five others. The third major cooperative effort involves the International Atomic Energy Agency, composed of 100 nations. The U.S. commitment for calendar year 1976 was $9.5 million or 28 percent of the regular assessed budget. IAEA does not specifically organize international R and D efforts but through IAEA member nations does work cooperatively to assure safe operation of nuclear facilities with a minimum of adverse effect and risk. ERDA is developing an automated information system that will allow both quantitative and qualitative evaluation of a given R and D technology in specific countries and its potential value in a similar or related technology or project in the U.S. Called the World Energy Data System, the program will contain descriptions of foreign energy R and D projects that relate to U.S. activities.
