Reshaping the International Order: a report to the Club of Rome

This report to The Club of Rome calls for a new international order as a first step toward the solution of mankind's most pressing problems. It is the joint work of experts in the fields of food production, monetary systems, international trade, arms control, natural resources, and the human environment. Mankind's progress with the economies of the industrialized West, the centrally planned, and Third World countries are examined with a view toward the development of a new strategy to ensure the satisfaction of the individual and collective needs of people and the creation of international and national systems in which opportunities and the means to use these opportunities are more equitably distributed than at present. The book consists of four parts. Part I outlines the magnitude and complexity of the major problems facing mankind; the processes leading up to the call for a new international order and the progress made to date in negotiating such an order are detailed. Part II describes the ways in which the required change could and should be organized and deals with the process of initiating, organizing, and guiding change. It is in this section that the group presents its view of what should constitute development. In Part III the main proposals and recommendations that have emerged from the project's working groups are presented. An attempt is made to list the proposals in order of assumed priority. Part IV is devoted to Technical Reports prepared by the project's working groups. More than ten major subject areas relevant to the establishment of a new international order are discussed in depth.
