Search for the collective M1 resonance in /sup 208/Pb. [Photoneutron polarizations]

The photoneutron polarization from resonances near the threshold region was observed for the /sup 208/Pb(..gamma..,n/sub 0/)/sup 207/Pb reaction. Resonances located at photoneutron energies of 180 and 315 keV, previously believed to be a large part of the giant M1 resonance, are shown to be E1 excitations.
