Nuclear energy for the third world

The Brazil order with Germany, in which an entire fuel cycle is to be located on Brazilian soil, has highlighted the nonproliferation problem. The view, prevalent in the U.S., that enrichment and reprocessing plants should not be exported at all, is criticized on the ground that time might be working against us. The attitudes of various supplier nations (France, Germany, Soviet Union, etc.) are described. The advantages of international or regional fuel centers for enrichment, reprocessing, and storage are pointed out. Future prospects are next considered, and it is emphasized that, after missing the Industrial Revolution, the developing countries do not intend to bypass nuclear energy. Some of the rights of sovereignty will have to be given up by both supplier and recipient countries, however. (DLC)
