How to cope with confusing storm water permits

The move to regulate stormed water discharges started as a relatively straightforward regulatory effort. Now, it is anything but straightforward. The US Environmental Protection Agency (EPA) has routinely missed deadlines, there are many different general permits for storm water discharges, individual applicants have been left in a lurch and group applicants are still waiting for action. The good news is that the storm water regulatory efforts are beginning to wind up. The final action is the resolution of the group applications for general permits.
