The role of demand-side bidding

This paper discusses demand-side bidding, a relatively new phenomenon among utility companies. Most of the DSM bidding efforts to date have been made in the Northeast, particularly by companies operating in the State of New York. In general, DSM bidding is viewed by many as a more efficient method of acquiring load management effects, and it is conceivable that outside contractors specializing in DSM services could achieve results more efficiently than a utility. In general, three issues arise when DSM bidding is being considered: The utility needs to have an adequate integrated planning function; The company should have access to a fair number of reputable bidders, usually referred to as energy service companies or ESCOs; A utility contemplating DSM bidding should have no inherent, significant impediments to the process.
