This patent describes a composition of matter having the formula A{sub {alpha}}(XR{sub 4}){sub b}({minus}H{sub 3}O)(Mo{sub 2}P{sub 3}O{sub 12}(OH){sub 2})dH{sub 2}O where A is Li, Na, K, Rb, Cs, Tl, Mg, Ca,Sr, Ba, NH{sub 4} or combinations thereof; R = J. C{sub n}NJ{sub 2n+1}; where n is an integer {le} 4, or combinations thereof; X = N, P, As or combinations thereof; Mo has an oxidation state of less than or equal to +5; a, b, c and d are greater than or equal to zero and the amounts of a, b and c are such that their sum equals +1 to balance the one negative charge on the molybdenum phosphate framework.
