Design for quality: engineering quality assurance for fossil-fuel steam generators and allied equipment

A design/engineering quality assurance program consists of writing down what to do, how to do it, and for whom you do it; describing what controls you have over what you do; and then performing the control function and documenting its having been performed. With such a system, everyone in an engineering organization, as well as an external quality assurance representative, knows what his job is and how the overall system operates. The issuance of the ASME Code Appendices in July 1973 (included here) appears to coincide with a general increase in demand for quality assurance of design in the steam generating equipment field. Without some economic and practical bounds, there is no limit to the extent of quality assurance in design and engineering that a user can call for in specifying equipment for a power plant.
