The Act creating the North Carolina Energy Policy Council basically requires the Council to assess the energy situation as it affects the State and to make appropriate policy recommendations for consideration by the Governor and the General Assembly. The record of the activities of the first Council is presented in a report published in two volumes. Volume I contains an executive summary, an overview of the Council's activities and chapters describing the work of each of the four subcommittees formed to work in the principal energy areas of management, conservation, emergency planning, and research and development. Also included are appropriate recommendations, resolutions passed, and descriptions of proposed plans or programs prepared by the Council.
