A vortex lattice consisting of a pinstripe pattern of vortex chains has been observed in untwinned YBa{sub 2}Cu{sub 3}O{sub 7{minus}{delta}} crystals. This state is present when the field is tilted away from the {bold {cflx c}} axis, and is oriented with the chains confined to the plane defined by {bold B} and {bold {cflx c}}. The chains arise from the attractive part of the vortex-vortex interaction in this geometry as described within the ansiotropic London equations. For {ital B}{gt}{Phi}{sub 0}/2{pi}{tilde {lambda}} {sup 2} the chains merge into an oriented vortex lattice. From the fitted value of {tilde {lambda}}, we can conclude that the microscopic irreversibility temperature is {ital T}/{ital T}{sub {ital c}}{similar to}0.92 for {ital B}{similar to}20 G.
