Title: Fuel rule: tons of fun for electric utilities

Increased consumer and government pressures for utility cost accounting and detailed fuel records have provided the utilities with useful tools for determining least-cost alternatives and for performance monitoring. Ohio, for example, developed a parallel system of electronic data processing and written reports after consumer protests about rates and supplies prompted the state public utilities commission to impose a monthly and annual audit requirement on all fuel purchases, consumption, inventories, and revenues. Semi-annual public hearings are also required, although these have been costly to prepare for and conduct and have not aroused much public response. (DCK)
