Strategic technology transfer to the Soviet Union

The transfers of American technology to other countries has been made the focus of increasing interest by members of the Congress and the Executive Branch of the U.S. Government, as well as industry and labor and other elements of the private sector. The issues are being broadly examined from national security, political, and economic aspects. These issues are weighed heavily by the eventual destination of the technology. (A clear distinction should be made between products of technology and technology itself. Technology is the design and manufacturing know-how required to make products.) If it is being transferred to the Saviet Union or other adversaries of the U.S., national security is of greatest importance. On the other hand, economic issues may be the principal consideration for technology transfers to other industralized nations, and political issues may be central in considering transfers to less-developed countries. In each category, all three kinds of issues are present and interrelated; only the degree of emphasis shifts. This discussion, since it focuses on the strategic aspects of transferring American technology to the Soviet Union, emphasizes the national security issues of protecting technology of military significance. Political and economic ramifications are briefly noted in the closing discussion.
