Mr. Welch, Editor-in-Chief Emeritus of Public Utilities Fortnightly, reviews the history and current status of U.S. energy sources and concludes there will be no easy, quick, or inexpensive answers. A shortage of energy in the near term is expected to be evident in the supply, distribution, and cost of the five primary sources. The increasing dependence on imported energy has both economic and national security implications. An adequate and flexible price structure could raise the capital funds to develop domestic resources, whose geologic evidence is promising. Mr. Welch feels that a firm national will, backed by a balanced and enforced national policy, is needed to pursue the most realistic routes without trying to please all sectors. He feels further that a sensible national policy will require that someone make the difficult trade-off decisions between environmental protection and energy development and between research programs to pursue and those to reject.
