Industrial demand-side management programs: What's happened, what works, what's needed

In order to answer the title questions, the paper first discusses energy use and savings opportunities in the industrial sector. Next the steps to help advance industrial DSM are explained. These steps are: improve utility program design; improve utility data tracking methods and program evaluation; improved information exchange and coordination among utilities; develop better links with industrial customers; increase education and training; improve quality and quantity of data on industrial energy use patterns; demonstrate state-of-the-art energy-efficient industrial technologies; and forge links between energy efficiency and important industrial concerns. The paper ends by indicating the recommended roles for particular agencies in implementing these 8 steps. The agencies are electric and gas utilities; utility research institutes; industrial firms; industrial associations; state energy offices and research institutes; US DOE and national laboratories; and the US EPA.
