This paper contains the IEEE TRANSACTIONS ON NUCLEAR SCIENCE which is devoted to papers from the Seventh Conference on Real-Time Computer Applications in Nuclear, Particle and Plasma Physics. For obvious reasons, the authors tend to shorten the name to more tractable forms, such as Real-Time 91. Real-Time 91 was held in Julich, Germany, June 25-28, 1991. This Conference is the seventh in a series of biennial meetings sponsored by the Computer Applications in Nuclear and Plasma Sciences technical committee of the IEEE Nuclear and Plasma Sciences Society. All previous conferences were held in the United States, but always attracted many attendees from other countries. The technical committee therefore decided it would be very appropriate to hold some of these meetings in other countries. This, the seventh conference, was held in Germany, at the home institute of the very able and successful General Chairman of the conference, Dr. Klaus Muller. His institute is the Forschungszentrum Julich, in the town of Julich, not far from Aachen. The international program committee was chaired by Dr. Horst Halling, also of Forschungszentrum Julich. The scheduling of the conference was fortuitous in terms of the softening of east-West relations. This had the welcome effect of increasing the participation of engineers and scientists who might not otherwise had been able to attend. In all, there were over 270 attendees, and over 100 papers were presented. All papers were published in a Conference Record, which has already been distributed. In addition, authors were given the opportunity to submit their papers to the IEEE TRANSACTIONS ON NUCLEAR SCIENCE. The papers from this group that have been reviewed and accepted for publication are in this issue.
