The authors present a complete summary of anomalous plasma transport theory, as it is presently used in the NRL multi-fluid HANE coupling codes. Anomalous transport due to five different microinstabilities: magnetized ion--ion, unmagnetized ion--ion, modified two-stream, ion sound, and beam cyclotron is covered. The principal results, turn-on conditions and anomalous transport coefficients, are first presented in a concise form suitable for ready reference and use in future fluid codes. The detailed theory of each microinstability, including derivations of the transport coefficients, discussion of assumptions, and summaries of the particle simulation results for each instability, is then discussed in a series of appendices.
