Offshore rig supply is expanding faster than drilling activity

Increased construction of offshore drilling rigs, initiated by the oil crisis, has led to an increased number of idle rigs, although improving economic conditions and governmental attitudes toward offshore drilling could absorb the construction boom. The new drilling rigs have improved design, incorporating as standard items features that were luxuries only a few years ago. The most active areas for mobile rig utilization are North America, the North Sea, Latin America, the Arabian/Persian Gulf, and the Mediterranean. The activity in each of these areas is discussed.
