International politics of natural resources

Business enterprises and governments have used various individual or collective approaches to exploit market opportunities in the natural resource industries. This book investigates these approaches by selecting examples which illustrate the policies, strategies, and relationships of the protagonists in these industries under various market and environmental conditions. It also suggests specific cooperative actions which could serve the needs of the less-developed areas as well as promote international harmony. The first chapter reviews the broad objectives and strategies of the major protagonists: the exporting governments, the importing governments, and the transnational enterprises. It also discusses the costs and benefits of foreign investment for the various parties. The second and third chapters scrutinize existing multilateral approaches aimed at influencing the markets in various commodities. The cases discussed cover exporter cooperation (notably in petroleum, copper, iron ore, bauxite, and other primary commodities) and exporter-importer cooperation (chiefly in tin). The fourth chapter analyzes policy issues and proposes certain collective measures at the regional and interregional levels. The book concludes with reflections on sharing the gains from the resource trade, and an evaluation of the effectiveness of group action.
