This publication contains a bibliography of state energy conservation materials, primarily proposed and enacted legislation, which have been collected during the first seven months of the Energy Conservation Project. The ECP staff is using this information to study the conservation strategies currently being suggested and to determine what policies are most effective in reducing energy consumption. At the same time, the staff is considering the political, economic, social, and environmental aspects of the policies in an effort to anticipate any barriers that might occur that would prevent the implementation of a policy, however effective it might otherwise be. The materials included in this issue represent those that were received prior to September 1, 1975. All legislation is followed by a brief description of the subject matter addressed. The citations are listed under each state. (MCW)
