Coal conversion's major share of the new funding plans, nearly 47 percent of the total, will continue the trend set by previous budgets. Oil, gas, and shale technology is to get $110 million, a 62 percent increase over FY 77. MHD is to receive the biggest boost of any technology, with $86 million programmed, an increase of 130 percent. The demonstration plant program is slated for $171 million, about 64 percent more than last year. Fossil Energy plans to fund the Energy Research Centers with $67 million and the National Labs with $45 million, about 14 percent of the total. The budget documents show three optional levels of funding: Level A, a threshold or survival amount; Level B, the figure that Fossil Energy really wants; and Level C, the most that could be effectively spent. There are some exceptions. For example, the Low BTU Gasification office is asking for the high level for the Combined Cycle Test Facility, because their budget was reprogrammed to support the revised CCTF and the early estimates had proved to be at least 10 percent low.
