The authors survey of world-wide exploration and production (E and P) expenditures in the oil and gas industry is presented. It shows companies are budgeting for a small increase in 1989. However, the outlook differs markedly in the U.S., Canada and internationally. It also varies considerably in the U.S. between independent and major oil companies; in Canada between local and foreign companies; and internationally between U.S. and non-U.S. companies. The 118 independent companies surveyed are budgeting for a 5.3% increase in U.S. expenditures, while the 20 major companies in the survey are planning a 6.1% decrease. Canadian E and P expenditures by a 54-company group are indicated to decline by 1.6%, with Canadian companies planning to cut back considerably more than non-Canadian companies. Internationally, 57 companies indicated a 7.1% increase in expenditures, despite declines budgeted by certain large foreign operators.
