Government officials and representatives from environmental groups were among those testifying at a hearing to strengthen and reauthorize the National Environmental Policy Act (NEPA). Attention is focused on whether NEPA should apply to US overseas actions which significantly affect the quality of the human environment, by destroying natural resources and polluting air, water, and contaminating food chains. Witnesses described problems about a number of US overseas actions where NEPA has not been applied and where the outstanding success is not being achieved. The environmental review process that the administration proposes for the US-Mexico trade agreement is also discussed.
