In the October 1976 issue of Environment, Mr. Novick surveyed the national fuels industry and the electric power industry--the two great producers of energy--and Federal policy concerning them (See EAPA 2: 881, 924, and 959). Here, he returns for another look at these two industries, in view of the President's energy plan announced in April. He elaborates on questions raised previously by himself, as well as questions and criticism by others in the extended public debate now in progress. The following comment early in his article seems to typify his feelings: ''Energy policy and the search for peace are fused in a complex amalgam of policy, much as Woodrow Wilson sought to join U.S. economic strength and the building of a world order.''
