The 178-acre Old City of York Landfill site is a municipal waste landfill in Springfield Township, York County, Pennsylvania. From 1961 until its closure in 1975, the City used 56 acres of the site as a landfill for municipal, wastes, however, some industrial waste was also disposed of at the site. In 1978, the property was sold to private owners. After local residents expressed concern over water quality, the State conducted a residential well sampling program from 1981 to 1985. In 1982, the State notified the city and site owners that operation of and existing conditions at the landfill were in violation of the Clean Streams Act and directed the city to conduct a site assessment to evaluate clean-up measures. The Record of Decision (ROD) addresses the long-term threats to soil, ground water, and surface water produced by the landfill and vault sediment. The primary contaminants of concern affecting the soil, sediment, and ground water are VOCs including benzene, PCE, and TCE. The selected remedial action for the site is included.
