The Philadelphia story: Recycling in an urban environment

In June 1987 the Philadelphia City Council voted on the most ambitious recycling legislation in the country. Bill 1251A, calling for the city to reach a mandatory recycling goal of 50% by the end of 1991, passed almost unanimously. The bill affected both residential and commercial waste streams. The Philadelphia Recycling Office (PRO) carries out this progressive agenda. Charged with the task of instituting a program, the PRO is responsible for, among other things, the planning and development of collection, processing, marketing, and enforcement strategies for recyclables; the rewriting of existing regulations governing trash collections and scavenging; the selection of appropriate technologies; and the education of 1.6 million people to change their solid waste handling practices. The paper discusses implementation of this program which incorporates economic development opportunities. A five-year projection and Pennsylvania Act 101, the Municipal Waste Planning, Recycling Reduction Act of Pennsylvania, are described.
