It comprises: a rigid housing having inlet and outlet ports, the inlet port being below the outlet port, a hollow interior, having at least two bores; a plunger slidably mounted in the hollow interior of the housing and having a lip and an upper portion disposed directly above a lower portion; and a lower sealing means being below the middle sealing means and below the inlet port.
