Keeping options open in Canada - U. S. oil and natural gas trade
The most urgent issue faced by the Canadian-American Committee and the most potentially disruptive is the bilateral relationship on energy. In response to this urgent issue, the Committee prepared this statement focusing on bilateral oil and natural gas trade, the purposes of which are: to clarify certain facts concerning energy relations between Canada and the United States; to examine the key issues that have arisen in this relationship; and to express the Committee's views regarding general guidelines for approaching these issues. The specific concerns prompting the Committee to release this statement are listed. The six principles that the Committee recommends as guidelines for the future are given. In the full statement, the Committee provides a brief history of bilateral trade in oil and natural gas and examines three critical bilateral issues in this area--the pricing of Canadian crude oil exports, reductions in Canadian oil exports, and the possibility of restrictions on Canadian natural gas exports.
