Through the market will take time to develop, independent power producers see strong potential in Europe's power industry. The view from the window in Friedrich Kindermann's office in Brussels, Belgium, may not change much between now and the end of the decade. But if he has his way, Kindermann will look out upon a dramatically different European electric power landscape within a few years. Kindermann is director of the Electricity Unit of the European Commission's General Directorate - Energy. The unit is responsible for developing and issuing proposed legislation for the electricity industry within the European Union formerly the European Community. In Europe's electricity future, Kindermann envisions a single, cohesive marketplace. This market would be characterized by consistent regulations; transparent pricing regimes; open access to transmission services; competitive procurement processes; and unbundled generation, transmission and distribution services. This new market structure would be a welcome change for private power developers, who in the past have faced considerable barriers to development of independent power facilities in many European countries. Progress toward competition is already evident. Nevertheless, developers have some time to wait before opportunities emerge on a large scale in Western Europe.
