In recent years, regulatory agencies and other interested parties have spent considerable effort to determine the potential health effects of waste-to-energy stack emissions. However, few regulators have spent as much effort to develop health risk estimates for WTE ash disposal. One of the reasons why few people have attempted to analyze the risks associated with ash disposal is that they are more difficult to determine. It is relatively easy to sample the stack emissions from a municipal solid waste (MSW) incinerator. Ash emissions caused by handling and disposal are much more intermittent in nature and tend to occur over a larger physical area. This makes it much more difficult to determine the magnitude of pollutant releases from ash disposal sites. A further complicating factor is the issue of leachate and its effect on groundwater. This article summarizes some of the technical issues involved in preparing a health risk assessment for ash disposal. The authors focus on the disposal of ash in monofills, since this strategy is becoming more popular for new WTE projects.
