Section 182(c)(2) of the Act requires each serious and above ozone nonattainment area to submit a SIP revision by November 15, 1994, which provides for an actual VOC emission reduction of at least 3 percent per year averaged over each consecutive 3-year period beginning 6 years after enactment of the Act (i.e., November 15, 1996) until the area's attainment date. The portion of the SIP revision that illustrates the plan for the achievement of the post-1996 emission reductions is defined as the post-1996 rate-of-progress plan. The SIP for serious and above areas must also include a demonstration that the plan will provide for attainment of the ozone NAAQS by the applicable date. The demonstration must be based on photochemical grid modeling, such as UAM. The requirement also applies to all multi-State areas. NOx emission reductions can be substituted for the required VOC emission reductions in the post-1996 plan.
